Inherently dominant, submissive or neutral

Depends on the mindset of the participant. As a lifelong submissive, I can't view penetration or giving oral as anything but a submissive act. Somehow, if I was "made" to penetrate someone, no matter how I was coerced, forced, threatened, etc. to do so, it could never feel like a submissive act.
